Statement of the People's Commissariat of the USSR, in which"The Soviet Government declares that it considers the actions of the Red Army on the territory of Poland as actions on the territory of a sovereign, friendly state (...) In connection with this, the Soviet Government has no intention of establishing organs of its administration on the territory of Poland (...) The Soviet Government declares that it does not intend to annex any part of the Polish territory, nor to change the social system in Poland...." History has shown that the opposite happened.
